I don't like the egg mechanic in general - it hugely benefits spam-taming low level female dinos and then forgetting about them, rather than concentrating on making the dinos you have really good. I'd say somewhere between 0.3 and 0.5 is probably good.
At 0.5, you'll barely notice the difference but it'll be there. My current server is sitting at 10x (0.1 interval timer) and while it is a bit crazy, it's still not ridiculously so. At an interval of 0.1, you get one chance every 12 seconds (10 times the number of chances). At an interval of 0.5, the timer is one chance every 1 minute (double the eggs over time while you are there).
